For years, the story of 61 horses removed from a property in Creswell, Oregon, seemed to belong to the past. The animals had been taken into protective care, their condition had triggered a major animal welfare investigation, and the woman responsible for their care had eventually entered a guilty plea.
But in February 2026, the case returned to the headlines.
Gwenyth Ellen Davies, 55, of Creswell, was arrested in California after authorities said she had violated the terms of her probation. Following her arrest, she was extradited to Oregon and booked into the Lane County Jail while court proceedings continue.
The development brings renewed attention to a case that began in 2019, when authorities removed dozens of horses from the former DeLeonardo Training Center in Creswell following concerns about their welfare.
The case also highlights an important aspect of animal care: providing food and shelter is only part of responsible ownership. Animals that depend entirely on humans require consistent attention, appropriate veterinary care, safe living conditions, and ongoing monitoring.
Why Was Gwenyth Davies Arrested?
According to the Lane County Sheriff’s Office and reporting by the Eugene Register-Guard, Davies had pleaded guilty in 2020 to multiple misdemeanor counts of second-degree animal neglect.
She received five years of bench probation and was ordered to pay more than $49,000 in restitution to the Oregon Humane Society and Sound Equine Options.
As part of the agreement, Davies was permitted to own four horses but was prohibited from boarding horses belonging to other people. She was also required to provide monthly, unaltered photographs of the horses in her possession to Lane County Animal Services and the Oregon Humane Society.
Authorities later said Davies disappeared while under probation supervision.
A Lane County Circuit Court issued an extraditable warrant for her arrest in 2023 after she failed to comply with the terms of her probation.
Investigators eventually determined that she was likely in California and notified authorities there.
In January 2026, Davies was arrested by the Los Angeles Police Department after re-entering the United States through a port of entry in the Los Angeles area.
Her extradition to Oregon was subsequently approved, allowing authorities to return her to Lane County.
Davies was booked into the Lane County Jail on February 12, 2026, according to the sheriff’s office. The legal process remains ongoing.
What Happened to the 61 Horses?
The case dates back to October 2019.
Lane County Sheriff’s Office deputies and Lane County Animal Services went to the former DeLeonardo Training Center on Camas Swale Road in Creswell after receiving information about horses reportedly living in poor conditions.
A licensed veterinarian evaluated the animals, and authorities determined that 61 horses needed to be removed from the property.
Several community organizations assisted with the operation, including animal welfare and equine rescue groups.
The horses were transported to the Lane County Fairgrounds, where they could be evaluated and receive appropriate care while authorities worked through the investigation.
The situation was particularly significant because the property had operated as a horse boarding and training facility.
According to information published at the time, the business offered boarding, training, lessons, and camps. Boarding was advertised at approximately $450 per month and reportedly included regular feeding and stall cleaning.
That arrangement meant owners placing horses at the facility were relying on the operator to provide consistent daily care.
Concerns Had Been Reported Before the 2019 Investigation
The 2019 investigation did not emerge completely without warning.
According to information released by Lane County, Davies had previously come to the attention of Animal Services in 2018 because of concerns involving horses at the property.
At that time, officials said she cooperated and brought the animals involved up to minimum care standards.
A further report was made in September 2019, although investigators said the information available at that stage was not sufficient to support a further investigation.
The situation changed in October.
On October 16, 2019, Lane County Animal Services received photographs showing horses that appeared to be in seriously poor condition.
The photographs had been provided by Emerald Valley Equine Rescue, which had received multiple complaints from people who had previously boarded horses with Davies.
Authorities subsequently investigated the property and arranged for the horses to be assessed.
Veterinary Assessment Raised Serious Welfare Concerns
The animals were evaluated by a licensed veterinarian before authorities removed them from the property.
A probable cause statement later described widespread concerns about the physical condition of several horses, including low body scores that were consistent with inadequate nutrition.
Investigators also reported concerns about the condition of the stalls and the overall environment.
Because horses require substantial amounts of food, clean water, appropriate shelter, exercise, hoof care, and veterinary attention, maintaining a large group requires significant resources and daily commitment.
When an animal boarding facility fails to meet those responsibilities, the consequences can extend beyond the animals themselves. Owners who pay for professional care may also be left uncertain about the condition of their animals.
What Happened After the Horses Were Removed?
Not every horse remained in government or rescue custody.
According to authorities, many of the animals were eventually returned to their owners.
The removal operation involved cooperation between law enforcement, animal services, veterinary professionals, and community organizations.
Such cases demonstrate the importance of having rescue networks available when large numbers of animals suddenly require temporary housing and medical evaluation.
Equine rescue can be particularly challenging because horses require considerably more space, food, specialized transportation, and ongoing care than many smaller companion animals.
Organizations assisting with these situations may need to coordinate veterinary examinations, feeding schedules, shelter arrangements, transportation, and eventual placement.
Davies Entered a Guilty Plea in 2020
The criminal case continued after the horses were removed.
In 2020, Davies pleaded guilty to 11 counts of second-degree animal neglect, all misdemeanors.
She was sentenced to five years of bench probation.
Her plea agreement also established restrictions concerning animal ownership and boarding.
She was permitted to keep four horses but could no longer operate as a boarding provider for other people’s horses.
Monthly photographic reporting was also included among the conditions.
These requirements were intended to allow authorities and animal welfare organizations to monitor the animals remaining in her care.
Why the 2026 Arrest Matters
The latest arrest does not represent a new animal welfare investigation involving 61 horses.
Instead, it relates to the alleged violation of probation conditions stemming from the earlier case.
That distinction is important when discussing the situation.
The original investigation took place in 2019. Davies entered her guilty plea in 2020. The warrant was issued in 2023, and the arrest occurred in California in January 2026.
Her return to Oregon means the court can now continue addressing the outstanding legal matter.
Because court proceedings remain ongoing, further developments may provide additional information about the circumstances surrounding the probation violation.
The Importance of Responsible Horse Ownership
The case offers a broader lesson about the responsibilities involved in caring for horses.
Horses are large, long-lived animals with complex daily needs. Their care involves much more than providing occasional food.
Owners and boarding facilities must consider nutrition, clean water, shelter, pasture conditions, hoof maintenance, veterinary care, parasite management, and safe handling.
Regular observation is equally important.
Changes in body condition, behavior, movement, appetite, or general appearance can sometimes indicate that an animal needs additional attention.
Professional boarding facilities also have an added responsibility because owners trust them with animals that may be their companions, competition partners, or long-term family members.
Clear contracts, transparent communication, regular inspections, and accessible records can help establish accountability between horse owners and boarding providers.
How Animal Welfare Investigations Can Help
Cases involving multiple animals can be difficult to investigate because authorities must consider the condition of individual animals as well as the broader environment.
Veterinary assessments can help determine whether animals are receiving appropriate nutrition and care. Photographs, witness reports, financial records, boarding agreements, and other documentation may also become important during an investigation.
Community members can play a role by reporting legitimate concerns through the appropriate animal welfare authorities rather than attempting to handle complicated cases themselves.
Early reporting can sometimes give professionals an opportunity to intervene before conditions become more difficult to manage.
A Reminder About the Responsibility of Care
The story of the 61 horses is ultimately about more than one court case.
It highlights the responsibility that comes with caring for animals that depend on people every day.
Whether an individual owns one horse or manages a large boarding facility, animals require consistent care and attention. When owners pay someone else to provide that care, they also need reasonable ways to understand how their animals are being treated.
For horses in particular, routine observation can make an important difference. A healthy body condition, clean living environment, reliable access to food and water, and appropriate veterinary attention are fundamental elements of responsible care.
The 2019 investigation also demonstrates how animal welfare organizations, law enforcement agencies, veterinarians, and members of the public can work together when serious concerns arise.
What Happens Next?
Gwenyth Davies was returned to Oregon in February 2026 and booked into the Lane County Jail pending further court proceedings.
The case remains a legal matter, and additional details may emerge as the proceedings continue.
For the horses involved in the original investigation, their story represents another side of the case: the network of people and organizations that stepped in to evaluate, care for, and relocate animals when their circumstances required intervention.
Years after the original investigation, the case continues to attract attention because it raises questions that extend beyond one property.
How can animal owners identify warning signs earlier? How should boarding facilities be monitored? And what systems can help ensure that animals receive consistent care when they depend entirely on humans?
These questions are important because responsible animal ownership is built on more than affection. It requires knowledge, resources, observation, and a willingness to seek help when something is not right.
Final Thoughts
The return of a long-running animal welfare case to the headlines is a reminder that some legal matters can continue for years after the original investigation.
For the 61 horses removed from the Creswell property in 2019, the intervention brought together veterinarians, animal services, law enforcement officers, rescue organizations, and community members.
For horse owners today, the story offers a practical lesson: choose boarding facilities carefully, communicate regularly with caregivers, and pay attention to changes in an animal’s condition.
For communities, it demonstrates the value of reporting genuine concerns through appropriate channels.
And for anyone interested in animal welfare, the case is a reminder that compassion works best when it is combined with responsibility, careful observation, and timely action.
