A quiet morning in Long Beach, California, took an alarming turn when surveillance footage captured a disturbing encounter involving a man and a dog. After the video was shared online, concern spread quickly, prompting local authorities and animal welfare organizations to work toward identifying the person involved and locating the animal.
The case has drawn attention not only because of the footage itself, but also because of the broader question it raises: how can communities respond when an animal may be in danger and information is limited?
Authorities are now investigating, while animal welfare advocates are asking anyone who may recognize the individual to come forward.
Long Beach Police Begin Investigation
The incident reportedly occurred around 5:36 a.m. near 235 E. 12th Street in Long Beach.
According to the Long Beach Police Department, officers became aware of the situation after footage circulated online. Patrol officers subsequently responded to the area and took an animal welfare report.
The department confirmed that the case was being investigated and emphasized that concerns involving animals should be reported to authorities rather than handled by members of the public themselves.
Long Beach Animal Care Services was also involved in the investigation, with officials working to determine the dog’s condition and whereabouts.
At the time of the original report, authorities had not announced an arrest.
Animal Welfare Group Shares Surveillance Footage
Animal Hope and Wellness brought additional attention to the case after sharing surveillance footage online.
The organization asked members of the public to help identify the individual shown in the recording. According to the group, one potentially useful detail was that the person appeared to be carrying or using a skateboard.
Because skateboarders frequently use the surrounding streets and public areas, advocates suggested that people familiar with the local skating community might recognize the individual.
The appeal quickly gained attention online, increasing the possibility that someone with relevant information could assist investigators.
Reward Offered for Information
As public concern grew, PETA announced a reward of up to $5,000 for information that could help authorities identify the person involved and locate the dog.
Reward programs can play an important role in investigations when witnesses may have information but are uncertain about how to report it.
In this case, the organization encouraged anyone who recognized the individual, the dog, or the surrounding circumstances to contact the appropriate authorities.
The goal is not simply to identify a person seen in a video. Investigators also need reliable information that can help establish what happened and determine whether the dog remains at risk.
Where Is the Dog Now?
One of the biggest unanswered questions surrounding the case is the dog’s whereabouts.
The animal was described as a medium-sized brown dog. Because the investigation was still underway, officials had not publicly confirmed whether the dog had been located at the time of the report.
This uncertainty made the search particularly important.
Animal welfare investigations can become more difficult when authorities do not know the identity of an animal, its owner, or its current location. Information from residents, business owners, skateboarders, pedestrians, and other people familiar with the neighborhood can therefore be valuable.
Even seemingly minor details, such as seeing a similar dog in the area or recognizing a person from the footage, could potentially help investigators establish a timeline.
Why Witness Information Matters
Cases involving animals often depend heavily on community cooperation.
Surveillance cameras may provide investigators with important visual evidence, but recordings do not always reveal someone’s identity. Witnesses can sometimes provide additional context that cameras cannot capture.
For example, a person may recognize a distinctive skateboard, clothing, walking route, or dog from the neighborhood.
However, authorities generally encourage members of the public to provide information through official channels rather than attempting to confront or approach a suspected individual themselves.
That approach helps protect both witnesses and the integrity of an investigation.
Community Response Highlights the Importance of Animal Welfare
The case also illustrates how quickly animal welfare concerns can spread in the digital age.
A surveillance recording that might once have been viewed only by investigators can now reach thousands of people within hours.
That visibility can help generate leads, but it also creates a responsibility to distinguish verified information from speculation.
Social media users may have strong emotional reactions when they see an animal apparently being mistreated. Nevertheless, identifying suspects should be left to trained investigators, while online discussions should avoid spreading unverified accusations about people who have not been officially identified.
Responsible sharing can help an investigation without creating additional problems.
What Authorities Asked the Public to Do
The Long Beach Police Department encouraged anyone with information about the incident to contact its non-emergency dispatch line.
Animal Care Services was also investigating the animal welfare aspect of the case.
For people who may have relevant information, the most useful response is to document what they know and provide it directly to investigators.
Residents should avoid confronting anyone they believe may be connected to the incident.
Authorities are trained to evaluate evidence, establish identities, and determine what steps should follow.
A Reminder About Reporting Animal Welfare Concerns
The Long Beach case serves as a broader reminder that community members can play an important role in protecting animals.
If someone witnesses concerning treatment of an animal, reporting the situation promptly can give animal welfare officials an opportunity to intervene.
Depending on the circumstances and location, appropriate contacts may include local animal control agencies, police departments, animal shelters, or emergency services when an immediate danger exists.
People should provide specific information whenever possible, including the location, approximate time, description of the animal, and any identifying details about the people or vehicles involved.
Clear information can make it easier for authorities to respond efficiently.
The Investigation Remains Open
At the time of the report, officials had not announced that the dog had been located or that an arrest had been made.
The investigation therefore remained focused on gathering information and determining what happened.
The reward announced by PETA adds another avenue for people with useful information to come forward.
For the community, the central concern remains the welfare of the dog and ensuring that investigators have the information necessary to establish the facts.
Final Reflection
Cases like this can be difficult to see, but they also demonstrate the power of responsible community action.
A surveillance camera captured an important piece of information. An animal welfare organization brought attention to the case. Police and animal care officials began investigating. And members of the public were given an opportunity to provide information that could potentially help locate the dog.
The story is still unfolding, and many questions remain unanswered.
What ultimately matters is that concern is turned into constructive action: reporting credible information, supporting legitimate animal welfare efforts, and allowing investigators to establish the facts.
Our curiosity about stories involving animals is powerful because it reflects something deeper: the desire to understand what happened and to see vulnerable creatures protected. When that curiosity is paired with compassion and responsible action, it can become a meaningful force for positive change.
